How this simulation works.
You are never one of the specialists. You are yourself, at your own laptop, with nine of them working for you. Put your name in and take a desk, then open one of the three jobs below. Mail arrives at that desk in the order it really arrived, and you open it, read it and decide. A project manager sees the whole job. A head of department sees one email, their own spec, and nothing else. You can come back here and take a different desk at any point to see the same night from that side.

A head of department opens their spec, their assumptions and their worries. No totals, no other departments. That is true of the real system, and it is why the specs stay honest.
The quote is held when the numbers are not complete
Priced lines go out. A missing price would leave the building as a wrong total, so the run refuses to send and names what is missing instead.
